美国政府人力资源管理中的女性就业问题

摘要 美国民主体制的神话之一就是所有工作特别是公共领域的工作对所有人开放,但实际上并非如此。偏见仍使人们歧视女性、有色人种和上年纪的公民。为了消除这些偏见,美国政府提出了赞助性行动的政策。这一政策要求雇用和晋升受歧视的群体,主张政府工作应向尽可能多的人开放。文章剖析了女性在联邦和州及地方政府中的就业情况、女性行政官员的境况、政府人力资源管理中女性就业的发展趋势。 One myth of the democratic system in America is that all jobs, especially jobs in public sphere, are open to everyone. In fact, it isn't so. The discrimination towards women, the colored, and the aged in job-hunting is still serious. To eliminate the discrimination, American government carries out a police of supporting the discriminated people, which requires the employers take special attention to them and also the governmental units should be open to the ignored job hunters. This paper discusses the employment circumstances for American women in the Federal and the prefecture and the local governments, the status of administrative official for woman, the development trend for woman employment of human resources management in government.
