国家科技基础条件平台是国家科技创新体系的重要组成部分,近年来发展很快。地方科技基础条件平台建设在省级城市开展较好,地级城市尚在探索与起步阶段。本文就国家科技基础条件平台建设现状,进一步说明创建地方科技基础条件平台建设的重要性、必要性和地方科技基础条件平台建设的特点与对策,以及地方科技基础条件平台建设对提升地方科技创新能力的巨大推进作用。

Infrastructure of national S ＆T conditions is the most important part of the S ＆T innovation system and developing very rapidly in recent years . Construction of the infrastructure of local S ＆T conditions has been carried out better in provincial cities, but is still in the exploration and initial stage in prefectural- level cities. According to the present situation of infrastructure of national S ＆T conditions, this paper expounds deeply that： （1） the importance and necessity of creating the infrastructure of local S＆T conditions;（2） the features and countermeasures of constructing the local infrastructure ; （3） Construction of the infrastructure of local S ＆T conditions upgrades the local S ＆T innovation ability.
