Harmony from the Perspective of Scientific Development Outlook and the New Opportunities for Xinjiang's development

构建和谐社会、和谐世界的战略任务,对于新疆来说与较发达的地区平等竞争是一个严峻的挑战,同时公平公正原则又给处于弱势的新疆提供制度保障、获得发展的机遇。科学发展战略将使新疆获得更多的支持;"和而不同"的理念给新疆与各少数民族的生存和发展以更多的包容和发挥独特优势的机会;和谐世界理念将给新疆及各少数民族带来更为安全的保障和更好的国际合作平台。因此新疆应该以积极的态度应对挑战,学会利用法律、制度、体制、政策提供的条件保护并发展自己,同时要克服依赖心理,充分创造条件、培育自身优势抓住历史性机遇。

There are more opportunities and challenges in dealing with deep-seated reform and global competition for the relatively backward Xinjiang. Meanwhile, it is also a golden opportunity for Xinjiang to implement the outlook of scientific development and build up a harmonious society and a harmonious world. The execution of a comprehensive and sustainable development strategy will give Xinjiang more help and support from the Central Government. The principle of fairness and justice is the political guarantee for the further development in Xinjiang. The “people-oriented”and “harmonious but different” ideal will provide more space for the survival and development for Xinjiang and all ethnic minorities. The statement of building a harmonious world will make the strategic position of Xinjiang more prominent, and will create a better security and international cooperation platform for Xinjiang. Xinjiang should adopt a positive attitude to deal with the challenges and overcome the psychology of frustration and dependence. At the same time it should improve its self-confidence and self-awareness, make full use of the present conditions and cultivate their own advantages to seize the historic opportunity for development.
