目前影响新疆稳定和安全的主要因素是"三股势力","三股势力"在新疆滋生蔓延主要有历史思想根源、国际政治气候和国内因素三个方面的原因。打击"三股势力"要采取有力和有效的措施,包括正确处理民族宗教问题,明确"三股势力"之间的关系,加强上海合作组织的职能和作用,这关系到新疆的稳定和安全。

At present, the main factors influencing the stability and security in Xinjiang are national separatism, ultra religious fundamentalism and terrorism. The development of the “three forces” has been related to history, international political climate and domestic factors. To crack down on the “three forces” requires forceful and effective measures, including a correct handling of national and religious issues and the inter-relationships between the “three forces”, and a strengthening the function and role of SCO.
