中国政府间财政转移支付横向均等化效应分析

Horizontal Equalization Effects of Transfer Financial Payment among Governments in China

采用基尼系数分析财政转移支付的横向均等化效应,可以看出现行财政转移支付具有一定的均等化作用,但转移支付以后地区间财力差异依然较大。实现均等化的相关政策包括提高一般性转移支付的规模和比例,控制专项转移支付的规模,逐步建立以一般性转移支付为主的财政转移支付制度。

With the help of Gini coefficient, this paper analyzes horizontal equalization effects of transfer financial payment system. Though the current transfer financial payment demonstrates some degree of equalization, the financial difference between regions after transfer payment remains big and great. Here we propose some policy suggestions： increasing the size and percentage of ordinary transfer financial payment, and controlling the size of special transfer payment. Ultimately, the transfer financial payment system can be established which centers on ordinary transfer payment.
