摘要
本文认为,仅从供给或需求单方面调控我国的房地产是很难达到预期效果的,应从供需联动的角度实施调控政策。供需联动是指根据既定的政策目标,对影响供给与需求层面的因素进行"组合"政策调节,避免单纯影响供给或需求的政策出台导致市场出现新的(超过正常市场容纳度的)无序。供需联动模型表明了我国房地产市场问题的复杂性和系统性,对各级政府调控政策也提出了排除随意性、狭隘本位主义的基本要求,体现设计调控政策的适用效率,同时保障市场对于资源配置的基础性作用。
In China's real estate market, planned and quasi-planned supply and market supply is coexisting. And the demand for investment, speculation and consumption is coexisting, too. So, this market becomes very complicated. And only the mode of interactive regulation, which adjusts the interest rate, housing prices, rents, and public accumulation fund, can realize and guarantee the effective balance of the real estate market.
