Implication of Unemployment Insurance of Belgium on China's Unemployment Insurance Reform

比利时的失业保险体现了两个发展方向:一是按照社会救济的性质,演化成为针对社会低素质人口的社会性人力资源调整规划;二是回归到保险的本质,围绕新时期的社会不可抗力进行失业保险的新项目设计。本文分析了这两种发展方向的成因,对比了其差别,并分析了中国失业保险改革应该选择第二种方向的三个原因。

The development of unemployment insurance in Belgian emphasizes two aspects： first it evolved to social human resources restructuring according to the property of social relief; second it made new project designs according to force majeure in new time. The reasons behind these two aspects as well as the differences were analyzed in the paper. It also put forward and analyzed the three reasons why China should stress the second aspect in its development of unemployment insurance.
