Theoretical Exploitation of Cooperation of Energy Security

国际上对于能源安全问题的关注由来已久,但是在不同时期、针对不同的国家和地区对于能源安全的含义、能源安全合作的理论内容还没有形成统一、明确的认识。为此尝试从能源安全和能源安全合作的定义入手,阐释关于能源安全合作的争论、标准和阶段,并对合作过程中国家能源权力、能源利益与合作观念三者相互之间的关系进行探讨,并提出两种能源安全合作的动力机制:市场利益驱动的动力机制和政府认同主导的动力机制。

Despite internationally intensive focus on energy security, there still exists divarication about meanings of energy security and theories of cooperation of energy security. The paper makes an explanation of debates, criterions and stages of energy security. It also examines relationship among national energy power, energy interests and cooperation thoughts in the process of cooperation. It proposals two kinds of dynamic mechanism of cooperation: market-oriented mechanism and government-oriented one.
