摘要
河北省围绕小型农田水利建设管理的组织领导、投入机制和体制等问题,加大探索和实践力度,在强化政府行为、以科学规划引导规范化发展、多方完善投入机制、活化管理和经营等方面取得了一定成效。新机制的建立是一项复杂"工程"。传统的体制性障碍仍然存在,还应进一步从加大政府投入、完善政策、健全队伍等方面深入探索推进。
Achievements have been made in improvement of irrigation system in Hebei by emphasizing governmental regulation, scientific planning, multi-channel investment and operation and management of small on-farm irrigation system. The establishment of new mechanism is a complicated ＂project＂, as obstacles created by traditional system still exist that needs further efforts on improvements of government in allocating input, policy-making and capacity building.
