德阳市特大旱灾原因分析及对策

Examination of reasons of extraordinary drought in Deyang City and countermeasures

针对2006年5月至2007年6月持续两年的区域性特大干旱中暴露出来的问题,从气象因素、工程设施、用水管理、水价机制、地理环境、种植结构和抗旱服务救灾机制等方面,分析了造成旱灾损失的原因,并结合丘陵地区农村经济和水利建设的实际情况,提出对策措施:一是要加强水源工程建设,二是要加快节水改造步伐,三是要建立农田水利建设新机制,四是要大力实施旱区生态移民工程,五是要积极调整种植结构,六是要加快灌区管理改革。七是要完善丘陵农业水价政策,八是要完善旱灾救助机制。

Analysis is made on reasoning of drought disaster by examining two extraordinary droughts happened in May 2006 and June 2007, in terms of meteorological and structural factors, water use management, water pricing, geological environment, plantation pattern, and drought relief mechanism. Measures are given in line with the local condition such as strengthening development of water sources, water conservation, on-farm structure improvement, ecologically-based resettlement, adjustment of plantation pattern, reform of irrigation district management, and perfecting water pricing policy and disaster-relief system.
