A well-developing industrial value chain＇s operation is the foundation in an industry. The article constructs the industrial value chain via analytical quadrant, which X-axis is composed of production, delivery, and utility and Y-axis consisted of technology ＆ operation base, content ＆ application, and management ＆ quality control. Moreover, the members in the value chain are connected by cash flow, information flow, and logistic flow. Meanwhile, the reason of why the industrial value chain couldn＇t run robust which caused the negative effect on the industry＇s development is analyzed from the competitive perspective.
