赶超战略源于对国家竞争优势理论以及现代经济学和现代比较优势理论。经济全球化增强了先发优势和后发劣势的惯性,致使发展中国家赶超的难度增大。发展中国家落后的根源在精神层面,必须从国内的教育和国民精神素质、政治和法制条件、经济增长的条件等方面配套入手实施赶超。各个方面的条件是相互关联的,任何一个条件的欠缺都会对整体的发展构成"短边"障碍,使赶超成为不可能。

Overtaking strategy is a thought origin from the advantageous theory of country competition, modem economics and the theory of modem comparative advantage. The economic globalization enhances the inertia of the early advantage and late disadvantage, which leads in the difficulties of overtaking for developing countries. The roots of backwardness for the developing countries are related to the spirits, and measures should be taken on promoting education and the quality of people, creating favorable political, logical and economic conditions. The lack of any connected conditions will be the barriers to the whole development, and make the overtaking impossible.
