土地整理效益模糊综合评价比较研究--以宁阳县两个土地整理项目为例

A Study on Fuzzy Comprehensive Evaluation of Land Consolidation Benefits

土地整理可以产生巨大的经济效益、社会效益和生态效益,科学地评价土地整理效益对于提高投资决策水平和投资效益具有重要意义。以山东省宁阳县伏山土地整理项目和鹤山土地整理项目为例,构建包括经济效益、社会效益和生态效益三大指标组成的土地整理效益评价指标体系。采用层次分析方法确定各指标权重,根据评价指标对土地整理效益的影响建立模糊分布函数。在此基础上,通过模糊综合评判得到两个土地整理项目效益的综合评价结果,均为"一般",其中伏山土地整理项目效益略高于鹤山。研究表明,所建指标体系科学合理,评价技术方法有效可行,对于定量化土地整理效益评价有借鉴意义。

Land consolidation can bring about great economic benefits,social benefits and ecological benefits,so evaluating land consolidation benefits scientifically is significant to improve investment decision-making level and investment returns.Taking Fushan and Heshan land consolidation projects as examples,this study has constructed index system of land consolidation benefit-evaluation,which includes economic benefits indexes,social benefit indexes and ecological benefit indexes.The study used AHP methods to reckon index weights and set up evaluation indexes＇ fuzzy distribution function.Based on this,a comprehensive evaluation conclusion that the ranks of the two projects were both average was obtained through fuzzy comprehensive evaluation,and the comprehensive benefit of Fushan project was better than that of Heshan project.The study indicated that index system and evaluation method are reasonable and feasible.There is reference significance for study and practice on quantitative land consolidation benefit-evaluation.
