从我国当前可持续发展理论来看,可持续发展的量化问题一直是困扰学术界的难题,而可持续发展能力的量化更是难题中的重点。研究分析了成本-收益解析可持续发展能力的方法,在此基础上提出了三阶段增长模型解析可持续发展能力价值的方法,同时阐述了运用三阶段增长模型的现实意义。

With the rapid development of economy and the improvement of national strength, how to achieve national and regional sustainable development has increasingly become the national and regional concerns. From the current theories on sustainable development theory in our country, the issues of quantification on sustainable development have troubled the academic fields, and the capacity for sustainable development is a key problem. This paper analyzes the Cost-Income theory of capability on sustainable development methods, and presents the three-stage growth method of capacity on sustainable development on this basis, and meanwhile describes the practical significance of using the Three-stage Growth method .
