电动自行车管理中的法律缺失及对策研究

On Legal Absence in Supervision of Electric Bicycles and Its Counter-measures

电动自行车这一新型的道路交通工具在短短几年内数量急剧增加,成为继家庭轿车、公共汽车后广大普通市民出行的主要工具。然而电动自行车在带给市民方便的同时,也带来了诸如治安、管理等一系列的社会问题。如车辆超标现象严重,易发生交通事故,自带电池对环境的污染。建议国家统一立法,加强电动自行车生产源头的管理,规范电动自行车驾驶人的驾驶行为。

As a new type of traffic tools, the number of electric bicycles has increased sharply because of the promotion of petrol price rise as well as the motor-forbidden policy in urban areas. It has been one kind of the main outgoing tools for those common citizens. However, except the conveniences, it has brought a succession of problems on public security and its supervision, such as the vehicles＇ over-standards, frequent accidents and pollution of accumulators to the environment. We suggest setting up law, strengthening the management of the production of electric bicycles and regulate the behavior of drivers of electric bicycles.
