Non-governmental Organizations and Effective Employment and Utilizations of Rural Cultivated Land

耕地是人类获取基本农产品的基础条件之一,是农村可持续发展的根本保证。近年来,由于政府伦理失范及农民素质整体不高等原因,我国农村耕地利用出现了一些突出问题,如种植结构不合理、土地质量下降、产量下降、农民"弃耕"等。非政府组织具有其特有的更为丰富的伦理蕴含和道德色彩。非政府组织的参与将有助于农村耕地的有效利用和农村的可持续发展。

Cultivated land is one of fundamental factors which human beings are to obtain the ordinary products and a fundamental guarantee of sustainable development in the rural area in recent years. Some prominent questions appear in using the cultivated lands with the reasons of some problems on our governmental management and poor quality of the local farmers such as improper farming construction, descending quality of field, the descending output, even ＂abandon cultivating＂. Non - governmental organizations enjoy abundant, malarial implication and ethical elements. Participation of non - governmental organizations is to do well to effective employment and utilization on the cultivated lands as well as sustainable development on the rural area.
