摘要
我国政府的管理绩效与经济、政治、文化和社会发展的要求存在很大距离,与人的经济权利、政治权利、社会权利、文化权利也不相称。造成这种现状的根本原因是对以人为本的认识和理解存在偏差,解决的途径是深化政府管理体制改革,在理念定位、角色定位、目标定位、路径依赖和方法选择等方面坚持以人为本。
There is the great gap between the achievements of government management and developed request of the economy, politics,and culture and society. The achievement of government management is out of proportion to the human's economical right, the political rights, the social right, the cultural right, The basic reason of this situation is that there has deviation on the cognition and comprebesion to focusing on people. Resolutions are deepening there form of government managemet system. Focusing on people is in ideology localization, role localication,target localization and so on.
