陕西省优势产业知识产权发展的思路和对策研究

Development of Intellectual Property in Shaanxi’s Advantageous Sectors

发展优势产业知识产权是带动区域科技、经济增长的重要途径。针对陕西省优势产业知识产权发展的现状和问题,提出陕西知识产权发展当前的选择是重点突破,实现优势带动,围绕优势资源形成的优势产业,带动和提升陕西自主创新能力,继而推动全省知识产权事业快速发展。这一思路的实现要经过启动、发展及全面协调三个阶段,并要加强创新、应用、保护和服务等体系或能力的建设,指出应从政府、企业、社会三个层次形成优势产业知识产权联动协同发展的格局。

To develop the intellectual property in the advantageous sectors is the driver of growing regional science-technology and economy. Considering the current situations and problems existing in the intellectual property of Shaanxi＇ advantageous sectors, the paper proposes that Shaanxi should make a breakthrough in key domains, thus promoting the Shaanxi＇s independent innovation and impelling the development of the intellectual property. It concludes that it is necessary and imperative to establish a structure at the three levels of the government, the enterprise and the society, which ensures the integrated development of intellectual property and sustainable development.
