我国旧城改造中利益分配矛盾及对策研究

Study on Interests Allocation Conflict and Countermeasures of Urban Renewal

市场经济体制下的旧城改造存在着多方利益主体之间的利益分配矛盾问题,并意味着利益关系的重新调整。化解其中的利益分配矛盾,就要完善与旧城改造相配套的利益保障机制,妥善安排居民安置问题,建立城市规划政策的听证制度,设立社区规划师制度。由于旧城改造危及到社会稳定和和谐,因此建立合理的利益关系协调机制显得尤为迫切。

Under market economic system, urban renewal is confronted with interest allocation conflicts among multi-group, and also it means the readjustment of interest relationship. To relax interests allocation conflict, it is necessary to innovate interest security system of urban renewal, resettle inhabitants appropri- ately, establish legislative hearing system of urban plan public policy and community planners program.Urban renewal have endangered social stabilization and harmoniousness, so it is urgent to construct reasonable interest conciliated mechanism.
