摘要
新增建设用地出让金作为土地出让金的重要组成部分,对经济调控,产业结构改进等方面发挥了巨大的作用。然而我国现行的新增建设用地出让金收益分配机制不合理,严重地损害了农民的利益,不利于农村和城市的和谐发展。本文通过对其价格构成,以及从政府角度进行成本和收益分析等揭示收益分配存在的问题,并提出了新增建设用地出让金收益分配改革建议。
As a major part of the land transfer fee, the transfer fee for new building land plays a important role in regulating and controlling economy and in improving industrial pattern. However, in our nation, the irrational existing profit distribution mechanism of transfer fee for new building land has undermined the farmers' interests and hindered the harmonious development between urban and rural areas, through analysis of the price formation of transfer fee for new building land, this paper, finds out the problems in the profit distribution mechanism and proposes some suggestions for its reformation. From the angle of the government.
