社会主义新农村建设,乡村治理体制建设要先行——兼论新农村建设的首要问题

The Country Governance System Should be Built Firstly in the New Rural Construction——The First Question in the New Rural Construction

文章首先从发展现代农业是新农村建设首要任务论起,指出要完成这个首要任务,必须先有效的增加农业生产基础设施等公共物品;继而分析了造成农村公共物品供给不足的两个原因——农村公共物品财政机制和乡村治理体制,并运用供给曲线对这两个原因进行了分析,证明了完善乡村治理体制的重要性;最后提出新农村建设的首要问题——完善乡村治理体制,指出要想增加农村公共物品,先要完善乡村治理体制,才能有效的使用国家不断增加的财政和优惠政策,高效的增加农村公共物品,也才能为发展现代农业,继而为建设社会主义新农村打下坚实的基础。

This article holds that developing modern agriculture is the most important task in new rural area construction, and points out increasing the supply of rural infrastructure is fundamental to the accomplishment of this task. Then gives two reasons responsible for the under-supply of public goods in rural areas; financial mechanism of public goods in rural areas and country governance system, and analyses the two reasons with the help of supply-curve. This article gives a conclusion that perfecting country governance system is critical to the construction of new rural areas and the increase of public goods in the country.
