浅议我国新型农村养老保险

Discussion on New-type Rural Endowment Insurance in China

文章在对我国现有新型农村养老保险创新试点包括广东中山模式、陕西宝鸡模式等典型模式的比较分析的基础上,结合国际经验,认为我国的农村社会养老保险在全国范围应分层次、多标准进行;公共财政支持力度要与经济发展水平相适应;加强养老基金的管理,提高保值、增值能力;突破管理桎梏,实现养老保险地区上的可转移、类型上的可转换等政策建议。

Zhongshan in Guangdong Province and Baoji in Shaanxi province are the pilots of new-type rural endowment insurance in china. Based on the comparison and analysis of the two patterns, learning form some useful international experience, some suggestions for policy consideration are put forward. Firstly, new-type rural endowment insurance should be implemented with different level and on multi-standard in the whole country. Secondly, the support from public finance should be coped with local economic development level. Thirdly, strengthening the management of insurance fund and improving the fund＇s maintenance and appreciation capacity are suggested. Finally, such shackles in management should be broken through that Endowment Insurance is transferable across deferent regions and convertible across deferent types.
