河北沿海强省建设中的人才支撑力研究

Studies on Persons with Ability in the Construction of Hebei as a Strong Province in the Coastal Economic Society

本文运用指标评价法,借助人才竞争力评价指标,通过与沿海省份对比,对河北省人才整体实力与竞争力作了分析与评价,并运用要素评价法对人才数量、人才质量、人才结构、人才活力、人才效能、人才发展潜力和可持续发展力、人才外部利用力等决定人才总体实力和竞争力的几个重要方面作了系统分析与评价。同时针对河北省人才综合实力在沿海省份中属于较弱省份的现实状况,建议以建设人才强省为目标,进一步大力实施人才强省战略,全面构筑建设沿海经济社会发展强省的人才支撑体系。

This paper, applying index and competitive force of persons with ability, in comparison with coastal provinces, gives a complete analysis and evaluation of Hebei＇s persons with ability in number, quality, structure, dynamics, efficiency, developing potentials, capability of sustainable development and so on. Concerning the poor situation of Hebei＇s persons with ability in competitive force, this paper thinks that Hebei＇s developing goal is a strong province of persons with ability, and to implement this strategy, the system of persons with ability must be formed so as to make Hebei into a strong province.
