摘要
十七大报告将以民生为重点的社会建设摆在了更加突出的位置,具体到住宅领域,实行住房保障制度,使人民"住有所居"是十七大明确提出的目标,也是给付行政的一项主要内容。我国现有的住房保障制度存在诸多缺陷,分析原因,从制度架构上提出完善建议是行政法学的课题之一。
People＇ s livelihood is emphasized in The 17th National Congress of the CPC. In housing field, it is an objective of CPC. to ensure all our people enjoy their rights to housing ,as well as it is ＂jifu＂ administration. Beaeause we find a lot of defect in our regulation of housing security ,we must perfect it,which is a task of administration law.
