Public administration has been confronted with the crisis of identity since 1940s.To overcome the crisis,Dwight Waldo devoted himself wholeheartedly to reflect on the shortcomings of the orthodox public administration.By focusing on the anti-democratic character of the orthodoxy,Waldo argues that we should establish a democratic public administration and infuse the value of democracy into public administration.The Waldonian approach has great significance to Chinese public administration.
