论教育经济与管理学是关于公共教育管理的科学 被引量:4

摘要 公共教育是在社会文明发展的一定历史阶段形成,由国家、团体或个人向社会单独或混合提供,为全社会成员分享并服务于社会的公共物品或准公共物品;而教育则是培养人的一种社会活动。通过研究公共教育和教育的区别,进一步区分了教育经济与管理学和教育管理学的研究范畴:教育经济与管理学是运用公共管理学的原理和方法研究公共教育管理客观规律,提高公共教育管理绩效的科学;教育管理学是研究学校教育管理客观规律的科学。教育经济与管理学和教育管理学在管理的主体、客体、目的、方法和手段等方面有本质的区别。 Public education came into being in the historical period when the social civilization developed to a certain degree. It is a contribution made by the state, groups or individuals, alone or together, to the society and to be shared by all the people with the aim of social service a public or quasi-public service. On the other hand, the education in narrow sense is just a social activity to school people. Differing the public education from the education in narrow sense, the difference of studying category between the educational economy/administration and general education administration is clarified. The former is the science to find the objective laws of public education administration via the principle and methodology of public administration so as to improve the performance of public education, whereas the latter is to understand the objective laws of school/college education administration. There is an essential difference between both in the subject and object of research, goal and methodology.
