From the connotation definition of the state and prefecture college, the article introduces briefly the theo- ry of the location and the theory of scale economy, and discusses the developing plan of Bo Zhou Teacher＇s College detailed, summaries a few of pertinence countermeasures to develop the state and prefecture college vigorously.
