青年是中国特色社会主义建设的生力军,维护青年的合法权益,促进青年的健康成长,是构建社会主义和谐社会的必然要求。通过立法保障青年的合法权益,有利于增强青年的维权意识和能力,有利于有效化解社会内部矛盾,有利于进一步营造青年健康成长的良好社会氛围,有利于推进青年工作的法制化进程。尽快制定《青年权益保障条例》,促进青年健康发展,推动和谐社会建设,是时代的必然要求。
