小城镇规划中的“不定性”及其对策研究

伴随着我国向社会主义市场经济体制的转轨，由于投资主体的多元化、城市土地的有偿使用、地方政府成为有特殊自身利益的理性经济人以及政策性因素的影响，在小城镇建设中突破规划的“不定性”现象大量产生，传统的规划模式受到了严峻的挑战，为增强小城镇规划的科学性，维护规划作为法律规范的严肃性，笔者认为首先应当综合考虑规划的经济效益、社会效益与生态效益，充分预计到规划作为一种社会过程在执行当中可能遇到的利益制约；其次。要将小城镇的规划放在整个城镇体系规划中通盘考虑，并且要淡化目前界限分明的规划期，使规划成为具有较强动态性的“规模规划”；最后，应当全面改善规划赖以存在的制度环境。

During today's social and economic change, there are many aspects that make the possibilities of indefinitely in small towns' construction which do not follow their original plans. The author suggests that making a plan of a small town should consider the economic,social and ecological profits comprehensively, predict restricts during the implementation of certain p1ans. The planning of small towns should be considered integretely combining with whole planning of urban system. The uscale plan' should replace the traditional 'time plan'.The environment of system that planning work relies on is also should be improved.
