新型农民培育,是新农村建设顺利推进的根本保证。新型农民是指适应现代市场经济发展要求和新农村建设需要的市场型农民、文化型农民、技能型农民和创业型农民;新型农民培育的基本路径是:通过农村剩余劳动力转移培育市场农民,通过发展义务教育培育文化农民,通过发展职业教育培育技能农民,通过营造环境培育创业农民。
