建设项目设计招标不应仅仅从建筑造型、使用功能和安全可靠等内容评审设计方案,更不能以设计费的高低作为评审依据。设计招标是项目工程造价控制的关键环节,在工程项目全过程管理中,要认识到设计招标的经济性特点,研究国内外设计招标的发展趋势,通过采用概念设计招标、限额设计招标的方法,将工程造价控制的理念始终贯彻在设计中,以达到在设计招标中控制工程造价的目的。

The design scheme of a construct project cannot be determined by building sculpt,usage function and safety,and also cannot be judged by the cost of a design in bid-inviting.The bid-inviting of a design is the key to control project cost.In the process of construct project management,the bid-inviting of a design possesses economical characteristics.This paper studies the developing trend of design bid-inviting inside and outside the country,and introduces a method of conceptal design and limitation design bid-inviting to control the engineering design cost.
