构建和谐机关是构建和谐社会的重要方面,构建一个和谐机关:一是要健全规章制度,建立一套行之有效、科学完善的机关制度;二是在贯彻执行各项制度时,要坚持公开、公正、公平的原则;三是建立一个民主友爱的人际环境。只有机关和谐才能促进社会和谐,才能提高工作效率,提高单位形象。

Establishing a harmonious government is an important element in building a harmonious socialistic society. There goes three aspects in this process： To improve a complete rules system, and set up an effiective and scientific organisation. This is the basic. To hold on the Open, Fair and Justice Rules in putting all the policies into practice. This is the key. To build a democratic and friendly personnal working environment. This is the key point. Only a harmonious government can help to promote the society to a harmonious level, at the same time to improve the working efficiency and outside appearance.
