谈我国应废止“户警一体”体制

The Structure of Census Registration in Charged by Police Organ Should Be Abolished

我国的户籍管理体制受到较大非议,许多人认为它在保障公民的迁徙权,争取公民受教育、就业、社会保障等平等权利方面存在重大缺陷。事实上,"户警一体"体制本身有很大的不合理性,而且在实践中也产生了越来越多的问题,有必要改革之。在我国,民政部门应该担当户籍管理的职能,而公安机关则应该仅仅建立犯罪人员的资料库并进行管理而已。

The structure of census registration is against by people in China. Many consider there are serious deficiencies in safeguarding people＇s moving right, in the right of education, employment and social guarantee. Indeed this structure is not reasonable itself, and there are more and more problems crop up in practice. So it should be reformed. The civil administration organ should be in charge of census registration, and the police organ should only build up and control reference room of criminals.
