On Locality and Public Ownership of Intangible Cultural Heritage

考察非物质文化遗产的"文化"与"遗产"概念所蕴涵的不同的知识形态与呈现方式,及其在全球化与民族—国家语境下衍生出来的不同意义与价值,认为作为"文化"的非物质文化遗产具有地方性,而作为"遗产"的非物质文化遗产则被赋予了广泛的公共性,认识到两者的区别,有助于处理好保护与发展的关系。

From the perspective of distinguishing concepts, the paper discusses the different implied knowledge forms and expressions between ＂culture＂ and ＂heritage＂ of intangible cultural heritage and the different significance and value derived from the context of globalization and nation-state. The author holds that the intangible cultural heritage of ＂culture＂ is local and that the intangible cultural heritage of ＂heritage＂ is publicly owned. Distinguishing between them is helpful to handling the relationship between protection and development.
