我国进行医疗卫生体制改革以来,广大城乡居民仍然发出"看病难,看病贵"的一致呼声。健康权是宪法赋予公民的基本权利,也是人权的重要内容。为此,我国医疗卫生制度的发展路径面临着重新选择:首先,要确立健康公平的价值理念;其次,要建立一个多层次、多元化的医疗卫生制度体系;第三,政府要加大财政投入和合理配置医疗卫生资源;最后,统筹城乡医疗卫生制度体系的战略步骤。只有这样,党的十七大提出的让城乡居民人人病有所医才可以期待。

Since China′s medical and health system reform, the vast number of urban and rural residents have still faced the status of “seeing doctor is difficulty, medical fee is expensive”. The right of health is given by the Constitution, which is an important part of human rights of citizens. For this reason, the development path of China′s medical and health system faces re-selection： First, establishing the value concept of health fair; Second, needing a multi-level and wide range of medical and health care systems; Third, the government should increase financial input and the rational allocation of health resources; Finally, the strategic steps of the integration for urban and rural medical and health systems. Only in this way, can the ideal come true, which everyone can see a doctor when he is ill by “17th Party Committee”.
