摘要
美国较早地对医疗服务市场进行了规制,医疗服务价格规制、质量规制的规制效果相对比较明显。美国医疗服务规制的发展演变对于我国构建医疗规制体系具有重要启示:注重立法在医疗服务市场政府规制中的作用;规制权力的分散不利于规制效率的提高;在医疗服务市场政府规制过程中充分发挥行业自律性规制的作用;根据市场环境的变化决定是否放松规制或者加强规制。
The government regulated health care market early in the United States, and the effects of medical care price regulation and medical care quality regulation are obvious. The evolution of health care market regulation in the United States provides some experiences we should learn when we frame our health care regulation system.The experiences include that we should emphasis on legislation in health care regulation; the decentralization of regulatory power is not conductive to regulatory effciency; we should pay attention to the role of self-regulation in health care regulation; we should determine regulation or deregulation according to the change of market environment.
