订单农业是现代农业的基本产销经营模式,其健康发展离不开金融部门的有效支持。近年来,我国订单农业已取得阶段性成果,但仍普遍存在着履约率低、诚信缺失等一系列问题,尤其是金融支持不到位甚至缺位已明显制约了订单农业的进一步发展。要改变这一现状,必须加强金融支持,充分运用农业保险、农业信贷、质押预付、农产品期货等综合金融手段,构筑订单农业健康发展的金融保障体系。
