管理城市空间扩展:UGB及其对中国的启示

Urban Expansion Management: Review on the Theory of UGB and its Reference for China

研究目的:探讨美国等西方国家的UGB管理模式,为中国城市空间扩展管理提供借鉴。研究方法:文献资料法和比较分析法。研究结论:中西方城市在城市化阶段、城市化发展速度、土地所有制基础、城市行政基础、市场化程度以及城市空间扩展的动力等方面存有差异,UGB管理模式并不能够简单地"复制"到中国,需要从它的正确定位、划定方法、整合管理及弹性控制等4方面进行创新。

The purpose of the paper is to probe into the UGB mode in the USA and other Western countries and further to draw out useful experience for China. Methods employed included documentation and comparative analysis. Results show there are differences existing between China and western countries in many aspects such as the urbanization process, the urbanization speed, the foundation of land ownership system, the base of city administration, the marketization level and the driving forces of urban expansion. It is concluded that it is improper to copy the UGB mode in China without any innovation and the innovation should be conducted from four aspects： correct location, delimitation, integrative management and and flexible control.
