政治文明是一种理想的政治生活,一种先进的政治取向。在人类文明发展过程中,政治文明也是一个开放的系统,它的发展也是一种德性的渐进增长过程。政治文明的价值定位以实现公民个人自由、平等与幸福的生活为根本,其目标取向是民主的政治合法性、规范的宪政法治、社会公正与秩序的平衡、完备的公民权利及政府的有限性。面向现代化进程中,当代中国政治文明应立足于政治合法性与社会认同系统的培养,也必须构筑符合世界潮流的政治战略发展观。

Political civilization is a sort of ideal political life, or a sort of advanced political inclination. In the developing process of human c.ivilization, political civilization is an open system whose development is also a gradual increasing process of virtue. The essentiality of the value orientation of political civilization is to realize the individual freedom, the equality and happiness of life. Its goal orientation targets the political legitimacy of democracy, the normative constitutional rule by law, the balance of social justice and order, the complete civil rights and the limitedness of government. Being faced with the modernization process, China＇s contemporary political civilization should be established in the political legitimacy and the cultivation of social recognition system, constituting a political strategic viewpoint of development that accords with the world trends.
