Strengthening the Government's Social Security Function:the Inevitable Alternative for Improving the Peopl's Livelihood and Safeguarding Justice

政府社会保障职能的缺位,社会保障制度的滞后,导致在改革中付出巨大代价的人群无法得到应有的补偿,无法公平地享受改革带来的成果,从而必然危及到社会的和谐和长治久安。正视社会保障中存在的问题,明确政府在实现和维护公平中的责任,强化政府社会保障职能,才能真正的实现社会和谐,体现社会主义的优越性。

The imperfection and deficiency of the government＇ s social security function make it impossible for the group of people, who have paid a heavy cost in the Reform, to get the proper compensation and to enjoy the fruit of the Reform in a fair way ; consequently, social harmony and long period of political stability will be inevitably jeopardized. Only by facing the existing problems in the social security system squarely, making clear the responsibility of the government in realizing and maintaining justice, and strengthening the government＇s social security function can we realize social harmony and give expression to socialist superiority.
