中小型国有企业、城镇集体企业的股份合作制企业的改造和发展对经济建设和社会发展产生了积极作用,但更存在着不规范与不完善的制度缺失。改革中,漠视甚至肆意侵害小股东权益问题十分突出,这对进一步巩固和完善改制成果并推进现代企业制度构成严重威胁。

The transformation and the development of stock cooperation system such as the Small and medium-sized state- owned enterprises and the urban collective enterprises have played positive roles on the economic construction and social development, but the phenomena of nonstandard and imperfect system exist. In the reform, the problems of ignoring and heavily encroaching the wills of small shareholder are extremely prominent, which is the serious threat on further consolidating and improving the achievement of restructuring the economic system and the advancing the system of modern enterprise.
