摘要
我国政府绩效评估过程中存在着种种困境,如果无法解决这些困境,很可能导致推行的政府绩效评估失效。通过对国内外政府绩效评估研究现状的简评,总结了当前我国政府绩效评估实践过程中面临的主要困境,提出了破解政府绩效评估困境的首要路径,即应从机制与制度构建入手,使我国推行的政府绩效评估成为一种制度变迁过程。
There are many difficulties in evaluating government performance that may cause failure of the evaluating system. On analyzing on the present situation of the evaluating system at home and abroad, this article points out the difficulties we encountered and then tables proposal that it should be a self-promoting procedure on the base of institution.
