Measures to Construct a New Countryside in North Jiangsu Province

江苏省苏北的新农村建设是一个惠及1 730多万农民的系统工程。建设苏北新农村关键是要把握六个着力点:促进农民增收,不断提高农民的生活水平;加大对苏北的扶贫开发力度,改善基本生产生活条件;加快农村经济结构调整,抓产业化发展,大力发展现代农业;加快苏北农村的基础设施建设;深入实施农村千万劳动力培训工程,用先进文化塑造新型农民,提高农民在新农村建设中的主体性和积极性;重视苏北农村的和谐社会建设。只有这样,才能真正推动苏北新农村建设的步伐,切实把握住确保江苏"两个率先目标"顺利实现的问题关键。

The construction of a new countryside in North Jiangsu Province is a systematic project which will do good to 17.30 million peasants. We should take the following measures to promote it.- increase the peasants＇ income and better their levels of livings increase financial support and help them to improve their living conditions＇ speed up the adjustment of economic structure to promote agricultural development; strengthen infrastructural construction; conduct labor training, educate the peasants by advanced culture and arouse their initiative; and pay special attention to the construction of local harmonious society. Only in this way can the project be substantially promoted, and the set target can be realized successfully.
