Japanese New Pacifism in the Period of Transformation

冷战结束之后,日本国内出现了妄图突破现有和平宪法的约束,通过向海外派兵以及加强日美军事同盟、甚至是欲图修改和平宪法以显示其作为地区政治和军事强国野心的"新和平主义"政治思潮。这种思潮目前已经进化到了转型时期,即在完成向海外派遣自卫队、加强日美军事同盟的基础上,通过制定《反恐特别措施法》,使其海外派兵行为以参与联合国维持和平活动的形式,在联合国主导的框架下变得合法化;同时通过制定《国民投票法》,在立法程序上实现了修改和平宪法的可能性。

After the Cold War, in Japan there appeared the political trend of ＂new pacifism＂, they vainly attempted to break through the restraint of the peace constitution and to demonstrate the ambition of a politically as well as militarily strong nation, through dispatching troops abroad and enhancing Japan-U.S military alliance. This political trend emerged after cold war, through its beginning, development and climax, now it has stepped into the new period of transformation-on the basis of completion of dispatching Self Defense Anny abroad, and strengthening the Japan-U.S military alliance, by formulating Anti-Terrorism Special Measures Law, it provides its overseas military expansion a legal basis, under the framework of Union as the participation of the Union peacekeeping activities. At the stone time, adopting National Referendum Law makes it possible to change the peace constitution in the legislative procedure.
