The paper analyses the relationship of the Mongolian Sayinoyan tribe to the Qing government and its function in the consolidation of the Qing frontier in the Northwest. The paper further discusses the policies adopted by the government for the management of the Sayinoyans and the role of the Sayinoyan nobles in the unification of the New Territory （Xinjiang）.
