中国“城镇居民医保”基金盈余敏感性分析——以郑州市为例

A Sensitivity Analysis of Fund Surplus in Chinese Town-dwellers' Basic Medical Insurance——Taking Zhengzhou City as Example

目前正在全国各地进行试点的中国城镇居民基本医疗保险制度存在基金盈余过多问题,过高的基金盈余势必影响城镇居民的参保积极性。通过构建城镇居民基本医疗保险社会统筹账户基金盈余模型,测算了基金盈余的敏感性,从中找到了造成基金盈余过多的关键因素,提出了旨在缩小基金盈余的具体措施。

At present,there is too much fund surplus in Town -dwellers＇ Basic Medical Insurance,and the fund surplus is bound to affect townd- wellers＇ enthusiasm to join it. The paper calculates the sensitivity of the fund surplus by structuring a model of the fund surplus in Town -dwellers＇ Basic Medical Insurance, and finds key factors which result in the fund surplus more than the correct. Then the paper gives some advice for reducing the fund surplus.
