The implementing of a gender budget would empower women, and enable a transparent data and index system by which female＇ s rights and interests and human capital investment can be guaranteed. Not only can gender budget provide a lens to judge the extent to which the governments has met women＇ s specific needs regarding medical care, education and employment ere, but also promote good governance which puts emphasis on social equity and justice, and a harmonious human society.
