河南新农村建设“三化”合力推进的思考

Thoughts on Carrying Forward the New Rural Construction with Joint Forces of Agriculture Modernization and Industrialization and Urbanization

建设新农村,依赖"以工促农、以城带乡"能力的增强;而"以工促农、以城带乡"能力的增强,依赖工业化城镇化水平的提高。强调建设新农村不是忽视工业化城镇化,更不是放慢工业化城镇化,而是要更好地促进工业化城镇化。既要从农业农村的视角看待新农村建设,又要跳出农业农村看待新农村建设,要用工业化城镇化推进新农村建设,走出一条具有河南特色的工农协调发展、城乡共同繁荣的现代化道路。

In the construction of new rural areas, the national favorable policies supporting and benefiting agriculture and peasants and rural areas must be brought into full play to push forward the agriculture- modernization;The industrialization and the development of the third industry must be promoted to enhance the industry＇ s ability to feed agriculture ;The urbanization must be advanced and the radiation ability of the cites and towns must be increased to strengthen the urban areas＇ role of bringing along rural areas. The forces of agriculture-modernization, industrialization and urbanization must work jointly to carry forward the new rural construction, and to create a modernization road with Henan characteristics on which the industry and the agriculture can develop in coordination, and the urban areas and rural areas can flourish in combinations.
