关于完善农村医疗保障体系的探讨

How to Perfect Rural Medical Security System in China

农村医疗保障是保障农村社会稳定、促进农村经济发展的大事,是建设和谐社会、贯彻落实以人为本的科学发展观和新农村建设的题中应有之意。在中央的制度设计中,农村医疗保障体系主要体现在新型农村合作医疗制度上。新型农村合作医疗从试点至今,取得了巨大成就;但因其存在重治轻防、对贫困人口保障不足等制度缺陷,仅凭该制度自身无法完全撑起农村医疗保障的全部任务。本文试将农村初级卫生保健和农村医疗救助引入,与新型农村合作医疗一起,三者共同构成完善的农村医疗保障网,以求能更好的满足农村居民的医疗保障问题。

Medical security in rural China plays a critical role in ensuring a stable countryside and enhancing development of rural economy. It is also an important part in the concept of building menting the scientific development outlook of “people first” and constructing a new mulating relevant policies, the central government pays more attention to making a harmonious society, implesocialist countryside. When for- a new rural cooperative medical system. Great achievements have been yielded since the pilot project of new rural cooperative medical system. Nevertheless, some defects of the system, such as giving more priority to treatment than protection of disease and the inadequate medical security of the poverty farmers, can not be eliminated. It is proposed that, by introucing dementary rural hygiene and medical salvation and combining them with new rural medical cooperative system, a safe- guard network can be established, thereby the medical security of the farmers can be better guaranteed.
