摘要
我国中部六省于2001年开始逐步推行了城镇廉租住房制度。从实施现状来看,成效是明显的。但是,这一制度在推行过程中仍存在保障对象界定不合理、公房转租、房源不足、房屋质量欠佳和管理不到位等问题。应从健全资格审查制度,完善准入、退出和管理机制,规范二手房租赁市场,加强建设监管,完善周边基础设施建设、维护和管理等方面完善城镇廉租住房制度。
From 2001, the system of urban subsidiary rental house is carried out in the six provinces of central China. Looking from the current situation, we can say the aftermath of the practice is very satisfied. But there are still some problems such as the unreasonable classification of the guarantee object, house source deficiency, the public house subleasing to private, bad quality building and administration. So we should examine and perfect the system to approve disapprove and manage it. At the same time the system can be consummated from the following measures : standardizing of second-hand house renting, reinforcement of construction inspection, strengthening, maintaining and supervising of nearby infrastructural construction.
